If the same card number is declined several times in a short period of time the carding module may be triggered. The below link provides more information on the settings to toggle to unblock your account.

Admins Only:
Login to the Paypal Manager
Go to Account Administration > Manage Security > Card Prevention
Change Carding Prevention Status from Blocked to Not Blocked
Click Confirm
This will take approximately 5 minutes to take effect.
