Prior Approval Subscription Annual Fee Logic

There is a business rule in place that states that the start and end dates of the program need to exist in the boundaries of a subscription. If they do not, then the customer will be charged the annual fee to create a subscription that can encompass the entirety of the program's term.
In other words, if the end date of the applicant's program is after the end date of their current annual subscription, then they are charged for another annual fee, so that the subscription will be extended past the end date of the program. 
I have included a diagram below to illustrate the business rule for easier understanding. The dates in the diagram are hypothetical and simply used for the purpose of providing an example.
